California IHSS Pay Raise 2026: County by County Changes

Poor Pay for California Home Care Providers

IHSS care providers are often paid close to the wage floor, even though the work involves real responsibility and direct support for seniors and people with
disabilities. Many counties remain just above the statewide minimum wage, and some counties still fall below what other entry-level sectors pay.

Provider wages are not set as one statewide rate. IHSS provider rates are set by individual counties and are raised every year.

Benchmark comparison: California Minimum Wage and Fast Food Minimum Wage

Before reviewing the county raises, it helps to compare IHSS wages to two statewide benchmarks that many providers take into consideration.

  • California’s statewide minimum wage is $16.90 per hour as of January 1, 2026.
  • California’s fast food minimum wage is $20.00 per hour for covered fast food restaurant employees.

A significant number of IHSS counties still remain under $20 per hour in 2026.

Overview of the 2026 Pay Raises by County (Compared to 2025)

The annual wage update is one of the few predictable changes families can track each year, so let’s look at what changed going into 2026.

Using the published 2025 county wage rates (effective August 1, 2025) and comparing them to the January 1, 2026 county rates, most counties increased by
$0.40 per hour.

One important detail is that several counties received mid-year raises in 2025, so their January 2026 change may look smaller even though their overall pay
improved earlier.

California Counties with Bigger Raises in 2026

Most counties followed the standard change, but a smaller group received higher increases from 2025 to 2026.

Counties with more than $0.40 but less than $1.00

  • Mono increased by $0.45 to $17.95.
  • San Francisco increased by $0.50 to $23.00.
  • Sutter increased by $0.55 to $17.90.
  • Butte increased by $0.65 to $17.90.
  • Imperial increased by $0.68 to $18.83.
  • Yuba increased by $0.88 to $18.78.
  • Stanislaus increased by $0.90 to $18.65.
  • Plumas, Nevada, and Sierra each increased by $0.75 and landed at $18.50 in 2026.

Counties with $1.00 or more in wage increases

  • San Joaquin increased from $17.00 to $18.97 (a $1.97 increase).
  • Yolo increased from $17.25 to $19.05 (a $1.80 increase).
  • Alameda increased from $20.00 to $21.60 (a $1.60 increase).
  • Monterey increased from $19.24 to $20.64 (a $1.40 increase).
  • Los Angeles increased from $18.50 to $19.64 (a $1.14 increase).

Top Counties for 2026 IHSS Pay Raises (2025 to 2026)

  1. San Joaquin County had the largest year over year change, increasing by $1.97.
  2. Yolo County followed with a $1.80 increase.
  3. Alameda County increased by $1.60 and remained above $20 per hour.

IHSS Highest and Lowest paid Counties in California (2026)

As for the highest and lowest pay rates in the state, San Francisco is at the top at $23.00 per hour in 2026.
At the lower end, Siskiyou is at $16.90 per hour in 2026.

Siskiyou’s wage stands out because $16.90 is the statewide minimum wage in 2026. For many families, that feels difficult to reconcile with the
responsibilities IHSS providers handle every day, including personal care support, meal preparation, mobility assistance, and safety supervision.

Where IHSS pay is still under $20 in some of California’s Biggest Counties

Even after the 2026 updates, several large counties remain below the $20 benchmark that applies to covered fast food workers.

Los Angeles is at $19.64, San Diego is at $19.40, Orange is at $18.90, Riverside is at $18.90, San Bernardino is at $19.00, Sacramento is at $19.15,
Fresno is at $18.75, Kern is at $17.70, and San Joaquin is at $18.97.

This is why the benchmark comparison matters. Even in high population counties, IHSS pay can remain below $20 per hour.
