How to Become an IHSS Provider in California
Caring for a loved one with special needs can be demanding, but California’s In-Home Supportive Services (IHSS) program makes it possible to receive pay while providing that essential care. If you want to become an IHSS provider for a child, relative, or another eligible person, this guide explains the process and shows how we at Galt Advocacy can help you every step of the way.
Steps to Become an IHSS Provider
The enrollment process is managed by each county, yet the core requirements remain the same across California. Follow these steps to move from your first call to your first paycheck.
Contact Your County IHSS Office
Begin by calling your county IHSS or Public Authority office, or the statewide information line at 1-877-800-4544. Staff will explain local procedures, provide the correct forms, and schedule your orientation session. Some counties allow you to start the application online, while others prefer phone or in-person applications.
If you have recently applied for services for a loved one, the social worker will provide you with paperwork explaining how to become your loved one’s provider.

Attend a Provider Orientation
Orientation is required for all new IHSS providers. During this session, you will learn about program rules, payroll, timesheet submission, and provider responsibilities. Some counties offer a virtual option, while others hold in-person classes.
Submit Enrollment Forms
Two documents must be turned in to your county IHSS office:
- SOC 426 – IHSS Program Provider Enrollment Form
- SOC 846 – IHSS Provider Enrollment Agreement
Bring valid photo identification and your Social Security card. These forms are available in English, Spanish, Chinese, and Armenian.
Complete Fingerprinting and a Background Check
Schedule a Live Scan fingerprinting appointment. Your prints will be sent to the California Department of Justice for a criminal background check.
If you have been convicted of one of these crimes in the last 10 years, you cannot be a provider:
- Specified abuse of a child (Penal Code (PC) section 273a(a))
- Abuse of an elder or dependent adult (PC section 368)
- Fraud against a government health care or supportive services program.
If you have been convicted of one of these crimes in the last 10 years, you may be able to be a provider under certain circumstances:
- A violent or serious felony, as specified in PC section 667.5(c), and PC section 1192.7(c)
- A felony offense for which a person is required to register as a sex offender pursuant to PC section 290(c)
- A felony offense for fraud against a public social services program, as defined in Welfare & Institutions Code sections 10980(c)(2) and 10980(g)(2)

Enroll in the Electronic Services Portal
The Electronic Services Portal (ESP) is the system for submitting timesheets, viewing payment history, and signing up for direct deposit. Register online once your paperwork and background check are complete.
Begin Working With a Recipient
After approval, the IHSS recipient links you to their case in the ESP or submits form SOC 426A to authorize you as their provider. If you are caring for a child or family member, this step makes your role official so you can be paid for your services. If you were already providing services when your client applied for IHSS services, you should keep track of your hours so you can report them to IHSS when the retroactive time sheets come in.
Key Program Information
- Recipient eligibility: The person receiving care must be a California resident, have Medi-Cal or a Regional Center waiver, live at home, and submit a Health Care Certification (SOC 873).
- Assessment and service hours: A county social worker will visit the home to determine the services needed and the number of hours authorized each month.
- Payment details: Hourly wages vary by county because local unions negotiate rates. The State of California issues all provider checks and withholds Social Security and disability insurance taxes when applicable.
- Date of completion: You must complete all steps within 90 days from the date you began the process before you can be enrolled. These steps do not need to be done in any particular order.
