Special Needs Advocacy and Support Services at Galt Advocacy
Navigating disability services can be overwhelming for families and providers alike. Applications, eligibility rules,
assessments, paperwork, and appeals often feel confusing and inconsistent, especially when decisions directly affect
the care, education, or support a loved one needs.
This is where special needs advocacy becomes essential.
At Galt Advocacy, we help parents, caregivers, and providers across the state of California with disability access, support, and guidance.
Our role is to help families understand their options, navigate public systems, and advocate for fair access to services.
What Is Special Needs Advocacy?
Special needs advocacy is the process of supporting individuals with disabilities and their families as they navigate
social services, education systems, and disability support programs. Advocates work alongside families to help them
understand program rules, communicate with agencies, and respond when services are denied, reduced, or delayed.
Advocates do not replace families or make decisions for them. Instead, they provide guidance, education, and support
so families can move forward with confidence.
Special needs advocacy often includes help with:
- Understanding eligibility requirements
- Applying for services
- Communicating with public agencies and school districts
- Reviewing notices, denials, or service decisions
- Preparing appeals or reassessments
Your Family Deserves Expert Special Needs Advocacy
Families are often expected to understand complex systems on their own, even though disability services involve detailed rules,
regulations, and timelines. When something does not go as expected, it can feel frustrating and isolating.
Galt Advocacy provides expert guidance for IHSS, Regional Center, special education services, and Adoption Assistance in California, helping families navigate these systems from application through appeal. Our special needs advocacy services are designed to help families understand their options and move forward with clarity and confidence.
Our Core Special Needs Advocacy Services
IHSS Advocacy
In-Home Supportive Services (IHSS) help individuals with disabilities remain safely in their homes, but many families face denials or are approved for fewer hours than needed.
We help families who:
- Were denied IHSS
- Received fewer hours than expected
- Lost hours during reassessment
- Need an increase in services due to changing care needs
Regional Center Services
Regional Center services provide critical support for individuals with developmental disabilities, but the process can be difficult to understand.
We help families:
- Apply for Regional Center services
- Understand service options and eligibility
- Address denials or service reductions
- Navigate disputes or disagreements
Educational and IEP Advocacy
Special education services and IEP advocacy can be complex, especially when a child’s needs are not being fully met.
We support families by:
- Helping them understand the IEP process
- Supporting communication with school districts
- Advocating for appropriate educational services and accommodations
Adoption Assistance Advocacy
Families who adopt children with special needs may qualify for Adoption Assistance, but many are denied or never informed.
We help families who:
- Were denied Adoption Assistance
- Never received benefits after adoption
- Were told they no longer qualify after a child’s needs changed

Frequently Asked Questions About Special Needs Advocacy
What does a special needs advocate do?
A special needs advocate helps individuals with disabilities and their families navigate public systems, understand eligibility rules, communicate with agencies,
and respond to denials or reductions in services.
When should a family consider special needs advocacy?
Anytime you are not clear or familiar with the rules and regulations around a program, you should seek an advocate who has that knowledge. It is best to seek
that help before you are too far into the program. Families often seek advocacy when services are denied, reduced, delayed, or when they feel overwhelmed by paperwork,
assessments, or appeals. Seeking an advocate early can help you avoid a lot of frustration or worse, denial of services for which you should qualify.
Is special needs advocacy only for children?
No. Special needs advocacy supports children, adults with disabilities, seniors, and individuals with dementia, as well as their families and caregivers.
Can a special needs advocate help with IHSS or IEPs?
Yes. Special needs advocates commonly assist with IHSS, IEPs, Regional Center services, and other disability support programs.
Are special needs advocates the same as attorneys?
No. Although advocates are able to represent you in a Fair Hearing, they are not attorneys and have not passed the bar exam.
Advocates provide education, guidance, and represent you at a fair hearing before an ALJ, based on their experience and knowledge with the specific rules andreg ulations surrounding the special needs programs. However, if you need legal representation and your case needs to go before a judge at a higher court, an ethicaladvocate will pas s your case to an attorney who is qualified to represent you.
